In 2021, China's offshore wind power new installed capacity reached a new high!
Introduction: Looking back on 2021, under the background of "dual carbon goals" and "parity era", and under the influence of the normalization of the new crown pneumonia epidemic, offshore wind power colleagues are not afraid of difficulties and dare to challenge. Domestic offshore wind power projects have completed the "grabbing" "Installation", good news spread frequently, and made great contributions to achieving the national carbon peak and carbon neutral strategic goals.
On December 24, 2021, the National Energy Work Conference held in Beijing concluded that the development of non-fossil energy across the country has reached a new level. The installed capacity of renewable energy power generation has historically exceeded 1 billion kilowatts, and the installed capacity of hydropower and wind power has exceeded 300 million kilowatts. , The installed capacity of offshore wind power ranked first in the world, and the annual power generation capacity of new energy broke through the 1 trillion kilowatt-hour mark for the first time, continuing to maintain its leading edge. New progress has been made in the consumption of clean energy. The utilization rates of wind power, photovoltaic and water energy reached 96.9%, 97.9% and 97.8% respectively, and the average annual utilization hours of nuclear power exceeded 7,700 hours.
According to the National Energy Administration, as of November 14, 2021, my country’s grid-connected installed capacity of wind power reached 300.15GW, breaking the 300 million kilowatt mark, doubling the end of 2016 and 1.4 times the total installed capacity of wind power in the EU at the end of 2020. 2.6 times that of the United States, China's grid-connected installed capacity of wind power has ranked first in the world for 12 consecutive years.

According to relevant statistics, as of the end of 2020, the cumulative installed capacity of offshore wind power in China has exceeded 10 million kilowatts, with a cumulative installed capacity of 10.87 million kilowatts, and newly installed offshore wind power capacity of 3.845 million kilowatts.
On November 8, 2021, the National Energy Administration held an online press conference for the fourth quarter, indicating that from January to September 2021, 16.43 million kilowatts of grid-connected installed wind power nationwide, and 3.82 million kilowatts of offshore wind power installed. By the end of September 2021, the cumulative installed capacity of wind power nationwide was 297 million kilowatts, and the cumulative installed capacity of offshore wind power was 13.19 million kilowatts.

As the last year to enjoy the national financial subsidies for offshore wind power, the newly installed capacity of offshore wind power in my country in 2021 is expected to hit a record high! According to incomplete statistics, it is predicted that in 2021, the annual newly installed capacity of offshore wind power in China is expected to exceed 12GW. In addition, during the period from November to December of 2021, a number of domestic offshore wind power projects have been hoisted one after another, and there is still a large increase in the forecast of new installed capacity in 2021. At the same time, according to incomplete statistics, it is predicted that by the end of 2021, China's cumulative installed capacity of offshore wind power is expected to exceed 23GW, ranking first in the world in terms of installed capacity!

In October 2021, China Government Network successively released the "Opinions on the Complete, Accurate and Comprehensive Implementation of the New Development Concept to Do a Good Job in Carbon Peaking and Carbon Neutralization", and the "Notice of the State Council on Issuing the Action Plan for Carbon Peaking by 2030" (State Council [2021] No. 23) to make specific arrangements for China to achieve carbon peak and carbon neutrality. Among them, it is proposed to vigorously develop new energy. Comprehensively promote the large-scale development and high-quality development of wind power and solar power generation, adhere to the equal emphasis on land and sea, promote the coordinated and rapid development of wind power, improve the offshore wind power industry chain, and encourage the construction of offshore wind power bases. By 2030, the total installed capacity of wind power and solar power will reach more than 1.2 billion kilowatts.
Since 2021, plans have been issued in many places across the country, including:
Jiangsu Province issued the “Second Public Announcement of the Environmental Impact Assessment for Offshore Wind Power Planning in Jiangsu Province during the Fourteenth Five-Year Plan”. According to the announcement, there are 28 offshore wind power project sites planned for the Fourteenth Five-Year Plan in Jiangsu Province, with a total scale of 9.09 million kW. The total area is 1444km, and the 28 wind farms are more than 10km offshore.
Guangdong Province issued the "Fourteenth Five-Year Plan for the Development of Marine Economy in Guangdong Province" to make arrangements for the development of the marine economy in the province during the Fourteenth Five-Year Plan. The plan stated that it will strive to achieve a cumulative installed capacity of 18 million kilowatts to be put into operation by the end of 2025, promote the development of offshore wind power industry clusters, accelerate the construction of offshore wind power industry bases in Yangjiang and East Guangdong, and strive to achieve an annual wind power manufacturing capacity of 900 in the province by 2025. Taiwan (sets) to promote technological progress and cost reduction.
Shandong Province proposes to "focus on the three major areas of Bozhong, North Peninsula and South Peninsula, promote the demonstration of concentrated and contiguous offshore wind power, deepwater and remote shore development and application, and build tens of millions of kilowatts of offshore wind power bases and 100 billion-scale Shandong Peninsula offshore wind power equipment manufacturing industries Base." At the same time, the notice of the "Fourteenth Five-Year Plan for Marine Economic Development in Shandong Province" was issued, expressing the need to accelerate the construction of a world-class marine port, a complete modern marine industry system, and a green and sustainable marine ecological environment to promote Shandong’s marine economy. High-quality development.
Zhejiang Province issued the "Implementation Opinions on Promoting the High-Quality Development of New Energy in Zhejiang Province (Revised Draft)". The "Opinions" proposed to vigorously promote the "Wind-Wind Multiplying Project" and steadily promote the offshore wind power grid. In accordance with the principle of "gradual decline and encouragement of advancement", the offshore wind power tariffs are set year by year, and financial and financial support are implemented to support provincial-managed offshore wind power projects to gradually achieve parity on the grid. From 2022 to 2025, the projects that need to be supported will be determined through competitive allocation, and the total installed capacity of each year will not exceed 500,000 kilowatts, 1 million kilowatts, 1.5 million kilowatts, and 1 million kilowatts, respectively.
According to forecasts by many domestic and foreign institutions, the "dual carbon target" will promote the rapid development of China's offshore wind power market, and the newly added grid-connected installed capacity during 2021-2030 is expected to exceed 85GW. It is predicted that by the end of 2030, China's cumulative grid-connected installed capacity of offshore wind power is expected to approach 100GW, accounting for more than 13% of China's cumulative grid-connected installed capacity of wind power.
In the future "14th Five-Year Plan" period, as a key area for the development of renewable energy, offshore wind power will surely enter a new period of rapid development.
