Especially in terms of renewable energy, the "Promotion Plan" specifically proposes to increase efforts to solve the difficulties in handling forest, land, and grid connection procedures for renewable energy projects, and promote 52 wind power continuations, including the second phase of the Binyang Mawang Wind Farm. Work Promotion Plan for Guangxi "Energy Network" Construction in 2021

In order to comprehensively speed up the construction of the "Energy Network" infrastructure, in accordance with the "Guangxi Infrastructure to Make up for Weaknesses in the "Five Networks" Construction Three-year General Plan (2020-2022)" issued by the General Office of the People's Government of the Autonomous Region and the Development and Reform Commission of the Autonomous Region According to the requirements of the "Guangxi "Energy Network" Infrastructure Construction Three-year Battle Implementation Plan (2020-2022)", this plan is specially formulated.


1. Main objectives

Focusing on the objectives and tasks of the three-year conference to make up for the shortcomings of the "energy grid" infrastructure construction, focus on the construction of power grids, nuclear power, coal power, wind power, photovoltaics, biomass, hydropower, oil and gas pipeline networks, charging piles, etc., and coordinate the promotion of power supply, The construction of four major types of major projects, including power transmission and distribution, oil and gas pipelines, and charging facilities, will ensure the completion of an annual investment of 70 billion yuan and achieve the phased goals of project construction.


2. Tasks

(1) In terms of power supply construction. A total of 171 projects (including wind power, photovoltaics, biomass, hydropower, coal power, and nuclear power) will be implemented in 2021, of which 80 new projects have started construction, 91 continued projects have been accelerated, and 49 projects have been completed and put into production on schedule. In 2021, 44.30219 billion yuan will be invested.

(2) Construction of power transmission and distribution. A total of 5 projects (including bundled projects) will be implemented in 2021, of which 5 new projects have started construction. In 2021, an investment of 22.7 billion yuan will be completed.

(3) The construction of oil and gas pipelines. A total of 31 projects will be implemented in 2020, of which 19 newly started projects have started construction and 12 continued projects have been accelerated. In 2021, an investment of 2.81084 billion yuan will be completed.

(4) The construction of charging facilities. According to the target task of "Building 20,000 new energy vehicle charging piles" proposed by the "Government Work Report" of the autonomous region in 2021, in 2021 the project will be implemented in 14 districts and cities across the region, and the construction of charging piles and charging sockets will be accelerated. 187 million yuan will be invested in 2021. 3. Work measures

2021 is the first year of the "14th Five-Year Plan". (1) Strengthen organizational leadership and clarify the division of responsibilities

Under the unified organization and leadership of the "Energy Network" conference and construction team, the "Energy Network" construction work class, relevant cities, departments, and project owners have further strengthened the organization and leadership, unified understanding, and implemented the "Energy Network" project as Focus on key tasks, refine tasks, clarify responsibilities, and do a solid job in project promotion.

The "Energy Network" construction work class should give full play to its leading role, establish a regular consultation system, and rely on the "Zhuangmei Guangxi Development and Reform Cloud" platform to dynamically manage the project; establish a daily scheduling work system, report on a monthly basis, and irregularly Report the progress of the "Energy Network" project in the form of a briefing report to the autonomous region's "Five Networks" construction three-year battle leading group; it is necessary to refine work plans and measures, strengthen work guidance and supervision and inspection, coordinate and solve existing problems, and proceed according to the progress of the project. (2) Comprehensively sort out the project situation and implement precise policies

1. Power supply project. In terms of major power sources, the projects under construction focus on accelerating the construction progress of Fangchenggang Hongsha No. 3 Unit 4, Datengxia Water Conservancy Project, Shenhua Guohua Guangtou Beihai Power Plant, and SDIC Qinzhou Power Plant Phase 3 Unit 1#, and strive to complete more Investment; accelerate the commissioning of the Guidong Power Hezhou coal-fired power generation project; accelerate the preliminary work of a number of projects, and strive to realize the construction of Nanning Pumped Storage Power Station within this year, and strive for Fangchenggang Hongsha Nuclear Power Phase III and Bailong Nuclear Power Phase I to be approved by the state. 2. Transmission and distribution projects. Focus on speeding up a number of main power grid projects such as 500kV Phoenix Station, Xinjiang Station, 220kV Donglan (Xiangyang) Station, and supporting power transmission projects for large industrial projects such as Nanchong Railway and Jinnan Railway Traction Station External Power Transmission Project .

3. Natural gas pipeline network project. The construction of the main oil and gas pipeline network projects such as the Guilin branch of the Guangxi LNG export pipeline and the Guangxi branch of the Xinjiang coal-to-gas export pipeline project has been fully launched, and the Qinnanliu pipeline-Maokun pipeline product pipeline connection project has been accelerated. "The construction of natural gas projects further breaks through the bottleneck of oil and gas transmission. Accelerate the construction of the second and third phases of the Beihai LNG receiving station to enhance the natural gas supply capacity of our region.

4. New energy vehicle charging facilities project. The 14 districts and cities should continue to accelerate the construction of charging piles and charging sockets in accordance with the new deployment requirements of the autonomous region, in accordance with the three-year action for the promotion and application of new energy vehicles in Guangxi starting this year, and in accordance with the requirements for the promotion and application of new energy vehicles.

(3) Strengthen project scheduling and implement wall chart operations

Strengthen project management with information technology and make full use of the "Zhuangmei Guangxi Project Cloud" platform to monitor and schedule project progress in real time. (4) Strengthen fund raising and guarantee fund demand

Actively strive for central budget funds and government special bonds, and make good use of special financing funds; do a good job in bank-enterprise connection, actively promote projects to financial institutions, and strive for more financial institutions to support the construction of the "energy grid" to ensure that project construction funds are in place in time.

(5) Strengthen information notification, strengthen communication and coordination

All relevant units in the autonomous region, local cities, and various project industries have mainly strengthened communication and linkage, and jointly coordinated to solve existing problems. The project owners should fill in the project construction information on time as required, and have a monthly work summary. The municipal development and reform commissions must do a good job of verification and send the monthly work summary to the Autonomous Region Energy Bureau.
