On February 9, 2021, the Yunnan Provincial Government issued the "Fourteenth Five-Year Plan for National Economic and Social Development and the Outline of Long-Term Goals for 2035."

According to the document, during the "14th Five-Year Plan" period, Yunnan will give priority to the development of green energy, focusing on the construction of green power sources and speeding up the construction of national hydropower bases such as the Jinsha River and the Lancang River. Coordinate the development and utilization of new energy sources such as wind and solar energy, and build a national demonstration base of "integration of wind, solar, and water storage" based on large hydropower station bases and transmission lines in the lower reaches of the Jinsha River and the middle and lower reaches of the Lancang River. By 2025, the province's installed power capacity will reach 130 million kilowatts, and the proportion of green power installed capacity will reach 86%.

In terms of specific projects, during the "14th Five-Year Plan" period, Yunnan will plan to build 31 new energy bases with an installed capacity of 10.9 million kilowatts, and build "wind-solar and water-storage integrated" bases in the lower reaches of the Jinsha River, the middle and lower reaches of the Lancang River, and the Red River Basin. The total installed capacity of new energy in the “Integration of Wind, Solar, Fire and Storage” demonstration project is 15 million kilowatts.
