The relevant requirements for the construction of power generation projects are notified as follows.

1. About the construction scale in 2020

According to the "Notice of the National Energy Administration on Matters Related to the Construction of Wind Power and Photovoltaic Power Generation Projects in 2020" (Guoneng Fa Xinneng [2020] No. 17), combined with the actual application and promotion of state subsidized bidding projects this year, the Shanghai Investment Consulting Company is entrusted The evaluation of the implementation plan of the new scale of photovoltaic power in 2020 reported by each district confirmed that the construction scale of photovoltaic power generation in this city in 2020 is 215.357 megawatts (see appendix for details). Under the premise of no abandonment of light and meeting the conditions of consumption, the total scale of the record is not restricted by the scale implementation plan, and the new scale of photovoltaic in the relevant development zone is included in the corresponding district scale according to the principle of territoriality. 2. On the task of renewable energy construction

Beginning in 2021, the Municipal Development and Reform Commission will issue annual renewable energy construction tasks in the first half of each year based on the city's weight of responsibilities for consumption and the city's renewable energy development goals issued by the state. All districts and relevant management committees are requested to submit the summary report on the development of renewable energy during the 13th Five-Year Plan in the region, the 2021 renewable energy power generation construction target and implementation plan to the Municipal Development and Reform Commission before March 15th, as a dispatch to the district construction Important reference for the task.

The development and reform commissions of all districts should closely cooperate with the economic information, education, planning resources, housing construction, transportation, agriculture, water affairs, greening, city appearance, machine management, housing management and other departments in accordance with the actual conditions of the district to sort out the developmentable site resources and guide enterprises , The property owner actively develops and constructs, and provides support in project planning, land use, approval (recording), etc., encourages the research and formulation of district-level renewable energy development support mechanisms, and actively completes the assigned construction tasks. The completion rate of renewable energy construction tasks in each district will be included in the responsibility evaluation system for energy-saving and carbon-reduction targets.

3. About grid-connected consumption and data submission

Please support from the power grid enterprises in this city. First, in accordance with the city's renewable energy development goals, complete grid connections for renewable energy power generation projects to ensure full consumption. The second is to do a good job of renewable energy electricity metering, electricity bill settlement, and support fund application and transfer in a timely manner, and at the same time, implement the requirements for the weight of consumption responsibility, and monthly install the grid-connected installed capacity and power generation of renewable energy projects in each district. Collect the report and submit it to the Municipal Development and Reform Commission.

The development and reform commissions of all districts shall strengthen the supervision of the project during and after the fact, do a good job in the verification of the project online filing information, and publish the district's renewable energy project management process on the government affairs online platform.
