Preface

China is rich in marine wind power resources, and accelerating the development of offshore wind power is an inevitable choice for China to vigorously develop renewable energy, an important practice to promote China from a maritime power to a maritime power, an important measure to implement the strategic deployment of accelerating the construction of a maritime power proposed by the Party Central Committee, and the only way for China to understand the ocean, develop the ocean, protect the ocean, and navigate the ocean.

In order to promote the continuous progress of offshore wind power technology and the healthy development of the offshore wind power industry, from February 24 to 26, 2023, The 7th China Offshore Wind Engineering and Technology Conference, which attracted much attention and expectation from the industry, was grandly held in Shanghai, and nearly 1,000 experts and representatives of the wind power industry chain participated in the conference, focusing on accelerating industrial technological innovation and promoting the transformation and upgrading of the energy industry to achieve zero-carbon empowerment.



" China Offshore Wind Engineering and Technology Conference" is an influential industry summit in the field of offshore wind power, and it is also an annual ceremony for offshore wind power people. The conference was jointly organized by the China Offshore Wind Association, affiliated to CAOE, the National Engineering Technology Research Center for Wind Power, Shanghai Investigation, Design & Research Institute Co.,Ltd., Ningbo Orient Wires & Cables Co., Ltd. and other units.

This year's conference invited representatives from government departments, academic institutions and well-known enterprises to focus on the upgrading of offshore wind power engineering industry and jointly explore the development path of offshore wind power, aiming to strengthen close cooperation between the industry, promote industrial technological innovation, and promote the healthy and sustainable development of the wind power industry. The opening ceremony of the conference was presided over by Zhai Endi, Secretary General of the Offshore Wind Power Branch of China Ocean Engineering Consulting Association.

Pan Weizhi, vice president and chief technology officer of Ningbo Oriental Cable Co., Ltd., attended the conference and delivered a speech.



Qu Qiang believes that the "14th Five-Year Plan" period is a major opportunity for China's offshore wind power to usher in historic development, but it is necessary to take into account high-quality development and low-cost, high-reliability product technological innovation. China's offshore wind power operators need to face a series of problems such as the localization of major equipment, the coordinated development of the industrial chain, the innovation of diversified integration models, and the multi-dimensional technical and economic evaluation of the whole life cycle. It is necessary to continue to explore and break the bottleneck of industry development, and the upstream and downstream of the industrial chain such as the government, developers, and construction parties must actively cooperate, coordinate innovation, and overcome difficulties, in order to comprehensively promote the vigorous development of China's offshore wind power industry.



Wu Gang said that the scale of offshore wind power in China has grown rapidly in the past three years and has remained active even in the policy environment of desubsidy. At the same time, offshore cables, offshore wind turbine equipment, wind farm construction and other industries have gone abroad and contributed to the development of the global offshore wind power industry. It is worth mentioning that all wind power equipment manufacturers have carried forward the spirit of "you catch up and strive for the upstream" in China's manufacturing industry in a relatively short period of time, and launched one new large-scale unit after another of offshore wind turbines. For example, under the leadership of the chain leader of Three Gorges Group, Goldwind Technology has achieved four consecutive jumps in offshore wind turbine products in three years, from 6 MW to 8 MW, 13.6 MW, and then to 16 MW, winning the title of "Big Country Heavy Weapon" in national scientific and technological innovation. The joint efforts of all wind power equipment manufacturers have made the cost of offshore wind power fall rapidly, and a new path for sustainable development of offshore wind power after desubsidization has been explored.

The keynote speech was chaired by Cai Shaokuan, President of the Offshore Wind Power Branch of China Ocean Engineering Consulting Association. Liu Jizhen, academician of the Chinese Academy of Engineering and former president of North China Electric Power University, Rao Hong, academician of the Chinese Academy of Engineering and chief scientist of China Southern Power Grid Co., Ltd., Bi Yaxiong, former director and deputy secretary of the party group of China Southern Power Grid Co., Ltd., Zhang Yiguo, member of the party committee and chief planner of the General Institute of Hydropower and Water Conservancy Planning and Design, Li Weidong, secretary of the party committee and chairman of China Huaneng Group Clean Energy Technology Research Institute Co., Ltd., and Geng Fuhai, deputy director of the Wind Power Industry Innovation Center of, delivered keynote speeches. They analyzed the development prospects and key technological innovations of offshore wind power from a high level, and put forward solutions to the challenges brought by large-scale access of offshore wind power in the future.



Cai Shaokuan said that the future of China is "zero carbonization of primary energy and electrification of secondary energy", and offshore wind power will play a key role in the middle. There are two advantages of developing offshore wind power in developed coastal areas, the first is high power generation quality, and the second is close to the load center, and there is basically no long-distance transmission cost. The development of offshore wind power can only be led by technology, and scientific and technological progress is the driving force and means to promote offshore wind power to further reduce costs and increase efficiency.



Bi Yaxiong believes that in the future, facing large-scale access to offshore wind power, the power system will face challenges in many aspects such as reliable power supply, safe and stable operation, economy, and institutional mechanisms. It is necessary to scientifically plan and optimize the design of offshore wind power, achieve long-term planning and orderly development; Strengthen scientific research, accelerate technological innovation, research and apply high-efficiency and cost-effective offshore wind power technology, enhance electricity price competitiveness, study friendly grid integration, and actively support the power system; Coordinate and improve the market-oriented mechanism, rationally channel the cost of electricity consumption, and give full play to the supporting role of the electricity market in the clean and low-carbon energy transition; Accelerate the construction of supporting regulatory resources, promote the allocation of energy storage in offshore wind farms, and vigorously improve flexibility.

On the afternoon of February 25th, Liu Aihua, director of the offshore wind power office of China Three Gorges New Energy (Group) Co., Ltd., Lin Yifeng, chief engineer of Shanghai Survey, Design and Research Institute Co., Ltd., Zhou Zewei, vice president and chief technology officer of Ningbo Dongfang Cable Co., Ltd., Zhang Haibo, vice president of Juli Rigging Co., Ltd., and others made special reports on the innovation and development trend of offshore wind power technology.



Lin Yifeng believes that China's offshore wind power development has the characteristics of scale, customization, large-scale and intelligence, and needs to achieve breakthroughs in high-reliability of large-capacity units, power transmission technology, support structure and floating technology, and installation technology. In the future, it is necessary to realize the large-scale and intensive development of offshore wind power, realize customized offshore wind power units, digital delivery, and use digital mining and empowerment. At the same time, it is necessary to accelerate the development of clean energy in the deep sea, build a "clean, low-carbon, safe and efficient" electric hydrogen system, provide stable clean energy guarantee for the development of the deep sea, meet the demand for high-quality green hydrogen in the coast, and realize the bunkering station of ocean-going hydrogen-powered ships in the future.

In the high-end dialogue session of offshore wind turbine manufacturers, Zhai Endi, director of the National Wind Power Engineering Technology Research Center, delivered a guiding speech entitled "Challenges in the Design of Large-capacity Units". Zhai Endi introduced various pain points encountered in the design process of the unit, including the mismatch between the existing design standardization and the future wind turbine design requirements, the inaccuracy of modeling accuracy, and the coupling problem between different components and structures, which fully guided the next high-end dialogue session.

The high-end dialogue session was composed of Chen Qiuhua, Group Vice President of Xinjiang Goldwind Technology Co., Ltd., Huang Weimin, Member of the Party Committee and Deputy General Manager of China Shipbuilding Group Haizhuang Wind Power Co., Ltd., Cao Yingchun, Member of the Party Committee and Deputy General Manager of Harbin Electric Wind Energy Co., Ltd., He Xiaobing, Chief Engineer of Mingyang Smart Energy Group Co., Ltd., Moer Bing, Deputy Chief Engineer of Dongfang Electric Wind Power Co., Ltd., and Huang Xuan, Deputy General Manager of Offshore Business Department of Shanghai Electric Wind Power Group Co., Ltd. Wei Hui, Chief Engineer of Offshore Wind Power of Envision Energy Co., Ltd., seven experts conducted in-depth discussions on the difficulties and pain points encountered in the design and production of offshore wind turbines.



Chen Qiuhua said that Goldwind mainly solves the challenges encountered in the design and production process from four aspects: first, establish a scientific product development system, introduce a scientific product development system through cooperation with IBM and Huawei, and discuss and solve problems encountered in the whole life cycle of development; The second is technology first, to ensure that the commercialized products are promoted by applying mature technology, and at the same time, the quality development system of the military industry runs through the entire product development process; The third is test verification, from the material level, component level, to the whole machine and wind farm must go through system testing. A 16MW experimental platform has been built, and the forces of various components such as gearboxes, spindles, and generators can be simulated; The fourth is to build the product development process as a platform and modularization. The modularity of each component is constantly upgraded with new technologies, so that more competitive components and modules can be installed on the original platform, accelerating the iteration speed of products.

Huang Weimin believes that no matter how good new technologies and tools are, if they are not fully verified, they cannot guarantee to meet the needs of the market. In the design stage, more digitalization and intelligence should be used, and it is necessary to cooperate with the owner to obtain a large amount of data from the sensor, and then through data analysis, continuous correction, and nip the small problems that will appear in the early stage through data prediction in the bud. It is necessary to use data assets to ensure reliability, ensure the high-quality development of the industry, and avoid batch and catastrophic injuries in the process of industrial development.

On February 26, the conference held six parallel thematic forums at the same time, organizing in-depth discussions and exchanges in the fields of supporting structure technology, design and construction, industrial integration development, operation and maintenance monitoring and environmental assessment, so as to realize problem solving and promotion of new technologies.

Six parallel sessions focused on the current technological innovation and industrial dilemma of China's offshore wind power industry, pointed out the development trend and development direction of the offshore wind power industry, solved the problems of the industrial chain, explored the path to achieve parity in offshore wind power, and promoted the sustainable and healthy development of China's offshore wind power industry.

The holding of this conference has contributed wisdom and strength to the offshore wind power industry to seize new opportunities, meet new challenges, plan new development, undertake new missions, and lead the construction of a new pattern of industry integration and development with new concepts.
