The 5th Floating Offshore Wind Power Conference was held in Wenzhou

From July 18 to 19, 2025, the 5th Floating Offshore Wind Power Conference was successfully concluded in Wenzhou. Hosted by the National Wind Power Engineering Technology Research Center and the Offshore Wind Power Branch of China Association of Ocean Engineering Consultants, the conference was co-organized by Zhejiang Goldwind Science & Technology Co., Ltd., Shanghai Investigation, Design & Research Institute Co., Ltd., China Energy Engineering Group Zhejiang Electric Power Design Institute Co., Ltd., and Wenzhou Industry and Energy Development Group Co., Ltd. It also received joint support from the Zhejiang Offshore Wind Power Industry Alliance, CCCC Third Harbor Engineering Co., Ltd., Zhejiang Yong'an Construction Machinery Co., Ltd., Zhongtian Technology Submarine Cable Co., Ltd., and Zhejiang Beiliang Wind Energy Electronics Technology Co., Ltd.



The conference gathered experts and scholars from government departments, industry associations, research institutions, and industrial chain enterprises. Covering technical seminars, achievement exhibitions, project signings and other aspects, it comprehensively showcased the technological breakthroughs and industrial integration achievements of floating offshore wind power, providing an important platform for promoting the high-quality development of China's floating offshore wind power industry. The opening ceremony on July 19 featured many highlights. At the beginning of the conference, Zhai Endi, Secretary-General of the Offshore Wind Power Branch of China Association of Ocean Engineering Consultants and Director of the National Wind Power Engineering Technology Research Center, extended a warm welcome to the attending guests. He pointed out that the conference built a collaborative innovation platform integrating government, industry, academia, research and application, and expressed the expectation that the participating guests would open up their minds, conduct in-depth discussions on the multi-dimensional development paths of floating wind power in terms of policy, technology, engineering and industry, and promote China's offshore wind power industry to move towards deeper, more efficient and more sustainable development. Responsible persons from relevant departments of the National Energy Administration, leaders of the Wenzhou Municipal Government, Cai Shaokuan, Chairman of the Offshore Wind Power Branch of China Association of Ocean Engineering Consultants, and Cao Zhigang, Vice Chairman of Goldwind Science & Technology Co., Ltd., attended the opening ceremony and delivered speeches. They emphasized the strategic position of floating wind power in energy transition and pointed out the industrial potential of Wenzhou as an important base on the southeast coast. At the conference, the person in charge of Wenzhou Municipal Development and Reform Commission shared the development achievements of Wenzhou's offshore wind power industry, demonstrating the all-round progress of Wenzhou in offshore wind power from resource development to industrial layout.



During the conference, a centralized signing ceremony for industry-university-research-application cooperation in Wenzhou's deep and far-reaching sea areas was held, marking a solid step taken by Wenzhou in promoting the development of the deep and far-reaching sea wind power industry. Meanwhile, the 16+ MW floating wind turbine, developed by Goldwind Science & Technology and manufactured in Wenzhou, was officially rolled off the production line at the conference and is about to be shipped overseas. In addition, the Zhejiang Center of the National Wind Power Technology Innovation Center was officially launched at the conference, which will provide strong support for the R&D and application of China's floating wind power technology.



In the keynote speech session, experts and scholars from home and abroad delivered reports on themes including "Full-coupling Design of Floating Foundations", "Simulation Technology for Deep and Far-reaching Sea Wind Power", "Integrated Design and Analysis of Floating Wind Turbines", "Dynamic Assessment of Marine Structures" and "SATH Floating Wind Power Solution", systematically expounding the full-chain innovation path from basic theory to engineering practice. On the afternoon of July 19, two professional technical forums—the "Forum on Core Breakthroughs in Floating Wind Power" and the "Forum on Integrated Development of Deep and Far-reaching Sea Wind Power"—were held simultaneously. More than 20 experts and scholars from industrial chain enterprises engaged in R&D and design, complete machine manufacturing, universities, testing and certification conducted in-depth discussions on key technical issues of floating offshore wind power and the integrated development of the offshore wind power industry. These discussions provided key technical solutions and engineering practice paths for solving the current technical problems faced by the industry, and offered feasible explorations for expanding the development space of offshore wind power.

From focusing on technical concept discussions, to deepening key technology research, and then to promoting industrial ecological integration—over the past five years, the Floating Offshore Wind Power Conference has always kept pace with the development of the industry, clearly recording the growth trajectory of China's deep and far-reaching sea wind power from germination to prosperity. In the future, with continuous technological innovations and breakthroughs, the continuous improvement of the industrial ecology, and the in-depth advancement of cooperation among all parties, China's floating offshore wind power industry will embrace a broader development prospect and contribute Chinese wisdom and strength to global energy transition and sustainable development.
