1. National Development and Reform Commission and National Energy Administration: Eligible renewable energy projects such as offshore wind power can apply for reduction or exemption of sea area usage fees according to regulations

Opinions of the National Development and Reform Commission and the National Energy Administration on Improving the System, Mechanism and Policy Measures for Energy Green and Low-Carbon Transformation, which proposes the establishment of a new green and low-carbon-oriented energy development and utilization mechanism. Establish a territorial space management mechanism for the development and utilization of clean and low-carbon energy, and eligible offshore wind power and other renewable energy projects can apply for a reduction or exemption of sea area usage fees according to regulations. Encourage the promotion and application of land-saving technologies and models in the development and construction of new energy sources such as wind power.

2. Shandong vigorously promotes the high-quality development of renewable energy in the "14th Five-Year Plan"

Shandong Peninsula will build a 10 million kilowatt-class offshore wind power base. Relying on the construction of the first batch of demonstration projects for the integrated development of offshore wind power and marine ranching, we will improve the level of site selection, design, construction and installation of offshore wind farms, and accumulate experience in operation and management. Focusing on the three major areas of Bozhong, North and South of the Peninsula, in accordance with the overall planning and the principle of step-by-step implementation, focus on promoting the concentrated development of a batch of 10,000-kilowatt projects, forming large-scale and base effects, and creating a 10,000-kilowatt offshore Wind power base. Combined with the progress of wind power technology and future development trends, gradually promote the development of offshore wind power to the deep sea, select some sites to carry out demonstration of offshore wind parity in the deep sea, and promote innovative applications such as the foundation of floating wind turbines and flexible DC transmission technology. By 2025, the province's offshore wind power will start construction of 10 million kilowatts and put into operation 5 million kilowatts.

3. Longyuan Power will build a floating offshore wind turbine demonstration project!

Recently, the National Energy Bidding Network released the "Announcement of Winning Candidates for the Public Bidding Project of the Floating Wind Turbine Survey Project of Longyuan Power Fujian Longyuan Offshore Wind Power Co., Ltd.", and CCCC Fourth Navigation Engineering Survey and Design Institute Co., Ltd. pre-won the bid.

The project has a design life of 25 years. The site area is located along the coast of Nanri Island, Putian, Fujian. The project plans to install a floating wind turbine prototype with a single capacity of 4MW. The diameter of the wind turbine impeller is 130m, and the hub is to be installed at a height of about 85.2m (during construction, the wind turbine manufacturer's final tower is to be installed). The construction drawing of the tube shall prevail). The basic type of the floating wind turbine is planned to adopt a semi-submersible platform structure with a water depth of about 35m. As the wind turbine at the end of the loop, a 35kV dynamic cable is used to connect with the fixed wind turbine adjacent to the station and connect to the sea. The booster station is sent out through a 220kV submarine cable.

4. Mingyang intelligent and electrical wind power equipment project was selected! Jiangsu Province officially issued the "List of Major Provincial Projects in 2022"

Recently, Jiangsu Province officially issued the "List of Major Provincial Projects in 2022". Promoting the implementation of major provincial projects this year is conducive to actively expanding effective investment, stabilizing the macroeconomic market, and doing a good job of "six stability" and "six guarantees". The "List" arranges 220 implementation projects and 27 reserve projects, with an annual investment of 559 billion yuan, an increase of 6 billion yuan over the previous year.

Among them, the Yancheng Mingyang intelligent wind power equipment project is scheduled to start in 2022 and complete in 2025. After all the projects are put into production, the annual output of wind turbine mainframes is 120 sets, large blades are 120 sets, and intelligent electronic control systems are 200 sets. Yancheng Shanghai Electric Offshore Wind Power Equipment Project is planned to start construction in 2022 and complete in 2023, with a construction area of 15,000 square meters, to build an 8-20MW offshore wind turbine research and development and testing center, with an annual output of 80 sets for single shift and 160 sets for double shifts 8-15MW offshore wind turbines.

5. A new member has been added to the global offshore wind power "8MW club"!

Doosan Heavy Industries recently completed the hoisting of the first 8MW offshore prototype (DS205-8MW) at the National Wind Power Demonstration Center in Yeonggwang Baeksu City, Jeonnam Province, South Korea, and plans to start commissioning and grid connection at the end of this month. Doosan Heavy Industries, a Korean manufacturer of equipment, has finally developed a large-megawatt offshore wind turbine, adding a new member to the global offshore wind power “8MW club”.

Doosan Heavy Industries 8MW offshore wind turbine has a blade length of 100 meters and an impeller diameter of 205 meters. With a 130-meter tower, the blade tip height is 232.5 meters, which is about the same height as the Seoul Tower in South Korea (236.7 meters). The unit achieves full power generation at a wind speed of 11 m/s, and the power generation efficiency is over 30% at a wind speed of 5 m/s. This prototype adopts the direct drive technology route and will obtain type certification later, and is expected to be commercialized in June this year.

6. 5GW! The goal of offshore wind power in this state of the United States has been set!

The U.S. state of Louisiana recently passed a comprehensive climate plan: to achieve a goal of 5GW of offshore wind power by 2035, and then to achieve carbon neutrality by mid-century.

Louisiana Governor John Bell Edwards has submitted a 177-page "Louisiana Climate Action Plan". The plan sets mid-term targets for 2025 and 2030 of 26-28% and 40-50% emissions reductions, respectively, from 2005 levels.
