Fujian: Optimize the layout of energy infrastructure, improve the energy production, supply, storage and marketing system, build a smart energy system, and create a green, smart, and safe modern power grid. Promote the "Five Rivers and One Stream" flood control projects and coastal tide control projects, strengthen the construction of large and medium-sized reservoirs, water diversion and dike projects, and improve the optimal allocation of water resources and the ability to prevent floods and droughts. Promote the connection of Fujian and Taiwan's infrastructure and build a three-dimensional channel hub for Taiwan. Build a cross-strait energy resource transfer platform and promote cross-strait power and natural gas interconnection.
