      On March 12, the Zhejiang Provincial Development and Reform Commission issued the "Fourteenth Five-Year Plan for Renewable Energy Development in Zhejiang Province (Draft for Comment)". The plan pointed out: vigorously develop wind power and photovoltaics, implement the "wind power multiplier plan"; Hydropower regulation based on energy storage; high-quality development of biomass energy, geothermal energy, ocean energy, etc. according to local conditions. By the end of 2025, the installed capacity of renewable energy will exceed 50 million kilowatts, and the installed capacity will account for more than 36%.

      Zhejiang Province’s "14th Five-Year Plan" wind power development goal: By the end of the "14th Five-Year Plan", strive to achieve wind power installed capacity of more than 6.4 million kilowatts, and new installed capacity of more than 4.5 million kilowatts.

      Actively promote offshore wind power and explore deep sea wind power test demonstrations:

      One is to vigorously promote the construction of offshore wind power. Actively promote the development and construction of approved projects such as Shengsi 2#, Shengsi 5#, Shengsi 6#, Xiangshan 1#, Cangnan 1#, Cangnan 4#, and timely carry out a batch of project preliminary approval work, accelerate the revision of offshore wind power planning, and actively Strive for new offshore wind power projects to be included in the regulations, gradually explore the use of the exclusive economic zones outside Ningbo and Wenzhou to build offshore wind power, and realize the large-scale development of offshore wind power in our province. During the "14th Five-Year Plan" period, the province's offshore wind power will strive to add more than 4.5 million kilowatts of installed capacity, and the cumulative installed capacity will reach more than 5 million kilowatts.

      The second is to develop decentralized wind power in accordance with local conditions. Make full use of coastal beaches, industrial parks, and open spaces in thermal power plants in our province to develop distributed wind power based on local conditions. At the same time, we will pilot distributed power generation market-oriented transactions and study the point-to-point direct power supply model. Combined with the rural revitalization strategy, implement the national "Thousands of Towns and Ten Thousands of Villages Wind Control Plan". Start the technological transformation and upgrading of old wind farms. Follow the principle of voluntary enterprise, encourage the owner unit to carry out technological transformation and upgrading of wind turbines with a unit capacity of less than 1.5 MW through technological transformation and replacement, and promote the improvement of quality and efficiency of the wind power industry and the cyclical development of the wind power industry.

      The third is to explore new development models for offshore wind power bases. Through the large-scale development of offshore wind power, the coordinated development of the entire industry chain is realized, focusing on areas with relatively concentrated development scales such as Ningbo, Wenzhou, and Zhoushan, to build offshore wind power + ocean energy + energy storage + hydrogen production + ocean pasture + onshore industrial bases. Demonstration projects promote the development of the offshore wind power industry in our province.
