Recently, the People's Government of Shandong Province issued the "14th Five-Year Plan for Energy Development", which comprehensively clarified the energy development plan for the period from 2021 to 2025.

The "Plan" proposes to implement renewable energy doubling actions, focusing on wind power and photovoltaic power generation, supplemented by biomass, geothermal energy, and ocean energy, and promoting the diversified and coordinated development of renewable energy according to local conditions. By 2025, the installed capacity of renewable energy power generation will reach more than 80 million kilowatts and strive to reach about 90 million kilowatts.

In terms of wind power, the "Plan" proposes to focus on offshore wind power, actively promote wind power development, and accelerate the development of offshore wind power. In accordance with the overall idea of unified planning and step-by-step implementation, adhere to the principle of building the best, focusing on the three major areas of Bozhong, the south of the peninsula, and the north of the peninsula, and make full use of offshore wind power resources to build tens of thousands of kilowatts of offshore wind power bases. Promote the pilot demonstration of the integrated development of offshore wind power and marine ranches, accelerate the start of the construction of affordable offshore wind power projects, and promote the large-scale development of offshore wind power. Scientifically deploy onshore wind power, promote the development and construction of onshore wind power in an appropriate and orderly manner, and focus on building a tens of millions of kilowatts of integrated wind and solar storage and transmission bases in the salt-alkali tidal flats of northern Shandong. By 2025, the installed capacity of wind power will reach 25 million kilowatts.

In terms of the wind power equipment industry, the "Plan" pointed out the creation of wind power equipment manufacturing industrial bases in Yantai, Penglai, Haiyang, Binzhou Huimin, Dezhou Yucheng, Dongying Hekou, Weifang Gaomi, Weihai Rushan, and Heze Juancheng.
